Homer, you're constantly comparing our previews to that of other clans. Kurumi is nice, for sure, but the two cards are not comparable in context. Here are a couple reasons I think the two cards are significantly incomparable.
1) Kurumi is a courtier, not a shugenja. That gives her access to a ton of dishonor/sendhome/jank stuff, but no reusable cards that can send home or kill, like Kyoko.
2) Each clan is assigned abilities by DT based partially on the action base that they will be able to use, right? Since phoenix has so many attachable/reusable actions, we shoot more blanks with personalities than other clans, and since crab has high force, they have keywords and no abilities just about as often as we do.
Don't get me wrong, I think that Phoenix has been screwed just as much as the next guy, but I really see DT taking steps to fix it since GoTE, and I see Kyoko as part of it.

Sorry if my cynicism offends but after listening to the PDT say year after year we're going to fix this and then nothing happening I feel I have a reason to be skeptical. If you look at our result since GoaT (and I keep repeating, this but no one listens) OUR RESULTS HAVE GOT WORSE. Look at the improvements Spider have made because they made noise and then more noise and then still more noise and we have done nothing. The reason I compare her to Kurumi is that they are both basic types for their clans, she is effectively a 3/3 (with presenceless defence no less!) for a defensive deck. Games are won and lost on hand size (something Bryan knows very well). And spells, which don't tend to stick around, deplete your hand, unlike abilities. Saying that we shouldn't get actions on our peep because of spells is just misplaced, we already pay over the odds for a keyword that is only made competatively viable by one of our strongholds. Go take a good hard look at the results on the Jade hand and then have a look at how many times Bryan or Justin or Todd or the new guy or senior members of the PDT has visited this or the M&S and then look at other Clan sites and have a good hard think about where Phoenix really rank.

The difference is that making Kyoko flat out fuels your win condition, whilst Kurumi does nothing by herself, especially in an environment where Scorpion can't sit at home and defend- we need to attack, and she does nothing to take Provinces.

I am not offended by your cynicism--I just feel that the two are significantly incomparable ability-wise. We did have Miniko last arc who reduced force and furthered our win condition.
I am totally sympathetic to complaints about our power level (which is, I feel, very low), but simply because another personality may seem better ceteris paribus is not sufficient reason to complain due to a number of circumstantial/mechanical concerns which would render the two personalities incomparable. Of course, if you take those variables into account in your comparison (phoenix access to spells, higher PS of scorpion, difficulty of dishonor win condition in CE, the fact that Kurumi doesn't really work well for military), compare away.
I will grant you that if Kurumi were a phoenix clan personality, had 1 more ph, and had shugenja instead of courtier, she would be the most amazing thing since sliced Unicorn Clan Personalities.
